  2. Algeria’s economy rests on solid foundations; achieving a GDP of $400 billion is attainable during the first quarter of 2027.

  3. Algerian steel will be incorporated into the manufacturing of Fiat vehicles.

  4. Algeria’s growth rate will exceed 3.8% and could reach approximately 4.02%.

  5. Our national plan targets a non-hydrocarbon stable revenue of no less than $50 billion.

  6. The targets set for 2027 will bring Algeria to a point of no return in development, which unsettles many parties.

  7. Algeria will demonstrate no reckless behavior in the energy market and will consistently adhere to international consensus.

  8. Less than one thousand kilometers remain to complete the Trans-Mediterranean pipeline connection.

  9. The gas pipeline originating from Nigeria through Niger and Algeria represents a realistic project for Europe; any alternative route remains illusory.

  10. The Trans-Saharan pipeline is a strategic project connecting Africa to Europe, directly benefiting our brothers in Nigeria and Niger.

  11. The national economy is transitioning toward a free market while maintaining total protection for vulnerable social groups.

  12. Private sector entities obtaining nearly 90% of their financing from public banks must establish their own private banking institutions.

  13. Algeria will not return under any circumstances to the era of over-invoicing.

  14. Under-invoicing is also being utilized by certain actors as a mechanism for capital flight.

  15. Algerian dates are sold abroad for 40 DZD while priced at 700 DZD on the domestic market.

  16. Salary and allowance increases will stem from higher revenues and structured development programs to prevent inflation.

  17. We reiterate that there will be no recourse to borrowing from the IMF.

  18. Certain industrial operators import luxury vehicles instead of procuring essential operational inputs for their factories.

  19. Rationalizing foreign exchange expenditure safeguards national currency reserves and ensures national sovereignty.

  20. 581 companies submitted fraudulent declarations by registering a single address in one building in Ouled Fayet.

  21. 200 companies share a single registration number with the Social Security administration.

  22. Algeria has achieved significant progress in digitalization, enabling us to uncover these fraudulent practices, which are now being referred to the judiciary.

  23. Corruption has decreased substantially, though resistance forces continue attempting to obstruct state reforms.

  24. The Single Window serves as a strong indicator of national investment dynamics.

  25. The success of 20,000 investment projects will demonstrate the full restoration of confidence in the Algerian economy.

  26. All investments from our Arab brothers are welcome, with the sole exception known to all.

  27. A portion of integrated phosphate will be allocated for export, while another portion will serve local phosphate fertilizer production.

  28. The expansion of the Port of Annaba will be completed by the end of the first quarter of 2027.

  29. Remaining seawater desalination plant projects have reached approximately 70% completion and will cover 62% of drinking water needs upon commissioning.

  30. We decided to accelerate the Algiers-Tamanrasset railway project by executing construction from three different sites simultaneously, funded through an offer from the African Development Bank, of which Algeria is a member.

II. Social Affairs

  1. The 53% salary increase by 2027 will be implemented either in a single installment or two installments, subject to national financial conditions.

  2. Price inflation was exacerbated by commercial greed and greenhouse farming in fire-affected wilayas.

  3. Preliminary investigations confirm that the majority of farmers are not responsible for price increases.

  4. Citizens' grievances regarding rising living costs are entirely justified, and we will protect purchasing power under all circumstances.

  5. Any individual proven to be involved in market speculation will face full legal accountability.

  6. Those seeking to incite public unrest by manipulating the livelihood of Algerians are gravely mistaken.

  7. Directives have been issued to the Government to crack down on speculation, which will yield a tangible decrease in prices.

  8. A comprehensive assessment of the agricultural sector will be finalized during the first half of 2027.

  9. The State will continue reinforcing its regulatory role within the agricultural sector.

  10. A significant proportion of recent forest fires were intentionally set.

  11. Total compensation disbursed to date has reached 1,200 billion centimes.

  12. We successfully delivered over two million housing units, exceeding our original commitments, in honor of our glorious Martyrs.

III. Diplomacy

  1. The gathering with Algerian scientists aims to bridge Algeria with global scientific advancements.

  2. Algeria has entered a new phase of development requiring the active contribution of its expatriate scientific talent.

  3. The passage of an Algerian LNG carrier through the Strait of Hormuz and the Iranian President's arrival in Algeria demonstrate that we hold no hostility toward any nation and contribute actively to global energy market stability.

  4. We are a peace-loving nation, ready to offer mediation whenever requested.

  5. Algeria consistently advocates for regional stability, earning the respect of major international powers.

  6. No party can force the erasure of the Sahrawi people from the global map.

  7. UN Security Council resolutions are unambiguous: the two parties to the conflict are the Polisario Front and the Kingdom of Morocco.

  8. Algeria and Mauritania maintain observer status in the Western Sahara conflict.

  9. I have said it and I repeat it: we are not more Sahrawi than the Sahrawis themselves, and we support any resolution they accept.

  10. We will not compromise our strategic friendships with Russia, China, or the United States of America.

  11. Stability in the Sahel is achieved through economic development rather than regional militarization, as chaos and terrorism thrive on poverty.

  12. Dispatching our aircraft to Niger was a response to the irresponsibility of certain actors, not a shift in our military doctrine, which remains constitutionally bound.

  13. Algeria will stand by Niger under all circumstances, sharing a common commitment.

  14. We share vital mutual interests with Niger, and defending them is natural.

  15. Certain states lacking demographic depth rely on recruiting foreign mercenaries.

  16. Our closeness to Mali is profound, yet we never interfere in its internal affairs, a fact well known to President Goïta.

  17. We stand whole-heartedly with Mali and Niger in combating terrorist groups.

  18. The MUJAO terrorist organization was created by a known state actor; it assassinated Algerian diplomats before vanishing.

  19. Algeria will not back down from its stance regarding the United Arab Emirates; the rupture occurred when boundaries were irredeemably crossed.

  20. Their arrogance will not subjugate Algeria, whose people sacrificed over five million martyrs for their freedom.

IV. Politics

  1. Political dialogue with parties will be conducted with those holding parliamentary representation.

  2. Political parties opposing capital punishment must defend their stance directly before the Algerian people.

  3. Algeria is engaged in a full-scale war against drug trafficking.

  4. The illicit drug trade is intentionally targeted at undermining Algeria.

  5. Numerous nations enforce the death penalty for major drug-related offenses.

  6. Capital punishment is executed only after exhausting all constitutional and legal appeals.

  7. Child abduction is an abhorrent crime that cannot be tolerated.

  8. All political parties and youth organizations must realize that local governance originates at the municipal level.

  9. Municipalities now possess expanded resources and authorities following the revision of the Municipal Code.

  10. The current generation must assume responsibility like preceding generations, given observed reluctance to run in local elections.

  11. I hope to see university-educated youth leading municipal councils.

  12. Approximately 8 million citizens have benefited from shadow zone development programs.

  13. The era of local feudalism has ended; such conduct compelled me to terminate the duties of multiple local officials.

  14. Our objective remains achieving a point of no return throughout the remainder of this presidential term.

  15. Preceding generations planted so we might eat; we shall plant so future generations may thrive.

  16. Algeria must rise as a state that continuously advances rather than resetting to zero; this is the core methodology guiding our national governance.

  17. A developed nation plans for the future; today, we are planning for an Algeria of 70 million citizens.

  18. Algeria registers an annual population increase of one million inhabitants.

  19. Emir Abdelkader is an enduring pillar of Algerian history; his prominent presence in presidential proceedings stems from his immense national symbolism.
