President of the Republic Abdelmadjid Tebboune Chairs Council of Ministers Meeting Dedicated to Key Sectors

The President of the Republic, Supreme Commander of the Armed Forces, Minister of National Defense, Mr. Abdelmadjid Tebboune, chaired today a meeting of the Council of Ministers dedicated to reviewing the specific statute and compensation regime for Civil Defence personnel, as well as reinforcing the corps with the physical and human structures and resources necessary to perform their duties, digital interlinking among state bodies and institutions, alongside the outcome report of the harvesting and threshing campaign for the 2025-2026 season.

At the outset of the meeting, the Prime Minister presented the government's activity over the past two weeks, following which the President of the Republic issued the following orders, instructions, and directives:

• The President of the Republic commended the rapid pace of compensation procedures for wildfire victims, particularly in the wilaya of Jijel as the hardest hit, thanking and encouraging government members as a whole for their efforts, especially those directly involved in this operation.

• He instructed the government to finalize any remaining compensation operations, should any exist, as quickly as possible.

• The President of the Republic renewed his hopes that this popular and governmental solidarity has somewhat alleviated the burden of the grave ordeal that struck our citizens in certain wilayas of our cherished homeland, powerfully signaling that their state has stood and will always stand by their side.

• Regarding this year's Hajj pilgrimage, and upon a proposal by the Minister of Religious Affairs and Wakfs, the President of the Republic decided to subsidize the costs of Hajj and cap them at 82 million centimes for all our blessed pilgrims following their increase this season by approximately seven million centimes.

Regarding digital interlinking among state bodies and institutions:

• The President ordered the drafting of a presidential decree concerning the secure digital interlinking plan and the duties of sectoral bodies and institutions, incorporating representation from relevant sectors under the supervision of the High Commissioner for Digitalization.

• The President ordered that the interlinking also encompass inter-wilaya communication to record local data more smoothly, while ensuring maximum protection for citizens' data.

Regarding the review of the specific statute and compensation regime for Civil Defence personnel:

• The President of the Republic renewed his thanks to the members of this corps who dedicated themselves to performing their duties, considering that the time has come to overhaul their specific statute in line with the global climate changes and major hazards confronting Civil Defence personnel. The President's orders and directives in this regard were as follows:

  • A comprehensive wage increase across the Civil Defence corps through the revision of salary point indexes.

  • A review of the rank hierarchy to suit the corps' specializations and the classifications of administrative and field personnel duties.

  • Ensuring the specific statute values special allowances for field personnel and their families.

  • Guaranteeing continuous training for Civil Defence personnel throughout their professional careers to keep elements at a high level of operational efficiency and full readiness, thereby preventing loss of life during interventions.

  • The technical and technological review of field working means and equipment by procuring advanced devices equipped with a renewal plan.

  • The establishment of observation points and semi-stations in cooperation with the Ministry of Agriculture in densely forested areas.

  • The progressive reinforcement of the firefighting aircraft fleet, subject to availability on the international market.

  • The institutionalization of seasonal volunteering in the Civil Defence, alongside a robust protection system for volunteers.

Regarding the 2025-2026 harvesting and threshing campaign:

• The President of the Republic instructed the sector minister to prepare a monthly bulletin and mandate walis with meticulous monitoring to determine production rates and quantities for various types of grains, particularly soft wheat and durum wheat.

• The immediate digitalization of the agricultural crop payment system for regional agencies of the Algerian Interprofessional Cereal Office (OAIC).

• Working closely with the National Office of Statistics (ONS).

• Re-evaluating the role of the Algerian Interprofessional Cereal Office and specialized institutes in the agricultural sector to improve and modernize their performance.

• Combating all forms of deviations in the sector of Agriculture, Rural Development, and Fisheries.

• Preparing a more efficient agricultural framework law, incorporating mechanisms to allocate cultivated areas to annual crops as needed, with the goal of reducing imports and moving increasingly towards self-sufficiency within the sector.

• Launching a national soil survey program for soil analysis, in coordination with laboratories, to identify and classify the nature of agricultural land in all cultivated regions.

• Transitioning towards the use of treated wastewater for irrigation to counter the mindset of total reliance on rainfall, while emphasizing the necessity of ploughing and preparing the land under all circumstances, noting that the water sector aims to achieve a 60 percent recovery rate of wastewater.
